[ applause ] >> i wanted to wait for all commendations to take place so that i don't take away from this, but what i would like to do is have some privilege here and maybe make last comments for my last general session after eight years of serving on the school board. i have to say it's been a real privilege to have been here for eight years in this capacity and working with everybody in the school community. i think we have done a lot in eight years. we have accomplished a lot. we have steadily gone uphill in regards to student outcomes. people are beginning to trust us a lot more now in regards to the public in terms of sending their kids to the public schools. we have reversed that trend three years ago, even though we have done that for three years, the general public still does not really know that yet. and i constantly have to remind them that this is what has happened. and this was even happening before the economic downturn. so it wasn't about the fact that people didn't have any money to go to private school. they were already ch

's the executive director, there was a lot of people there, very high dignitary people, even jim lazarus was there, when i took a look at what they had planned out, they had architects where the explore tor yum is going to leave, so the planning that would be looked at, they want to open up the middle of that building, it's like a part of a hanger, so they were thinking about opening it up in the middle and making a difference, right away, i wanted to [inaudible] to take a good look at what's being looked at there, there's the building on the outside which went through retrofit during 1993. the building structure, they want to possibly build the palace on the north end of the properties, that's something that might be later on used on the marina greens area, i'm not sure, and they can also look at that, but the building itself, it has retrofit and as they're tearing at all the pieces, i would have liked to propose that there be external facade which mimics or by the columns, the external of the building where they want to open up that part would be pentagonal and you can build on top of it, an upp

and the mayor's office has helped us and jim where are you? he's the private sector liaison and thank you for all your har work. i appreciate it. i want to talk about the efficacy of this partnership. we hold a drill every year. and in two 000 at on california and 2009 at ferry building and vacated it in the morning and when bart was going to strike and we were ready and ten on mid-market and this year two fire drills and the chief's wife is here and her team was spectacular and the they had two drills and i will show you a video in a minute. why do we do that? why do we have our member dos that? because we want to test that response plan because it's no good on paper unless you test it and we do that. we run drills and it takes about a drill to do, to plan. we work with the public sector agency and it was the fire department and next year alsolet fire department and we had drills with the police department swat and a day long drill and you name the emergency we probably planned for it, and i am not here to brag. i am here to tell you these drills help and we can't do that without

this is an issue when i authored the legislation that we passed for jim warner and harvey milk plazas that banned smoking and there was no distinction made. the reason we went that route, when someone raised the issue, we looked into it and it turned out the city had never made that distinction before for example in our parks code so we decided to go with what the precedent had been. particularly in someone's home i think it raises a lot of thorny issues because if someone is using cannabis for medicinal purposes, it's hard to tell them you can't do that in the privacy of your home, although cannabis smoke certainly can impact on surrounding units but also in terms of the public space legislation probably a similar kind of thing. so i don't know what the right answer is. it's a tough issue but i think it's one that we should continue to give thought to. >> agreed, agreed. so, colleagues, if there are no further comments, can we adopt the amendments as proposed by our deputy city attorney and the amendments of the whole without objection? >> yes. >> thank you. and can we support this item as wel
